I, Kharis-elanne: Dawson being Master, or having charge of the ship or vessel called KHARIS ELANNE DAWSON do affirm, that the said Ship/Vessel hath been, as verily believe, registered according to law by the name of KHARIS ELANNE DAWSON and that a certificate there of was granted port at or in the stolen land of Illiniouek  but that the same is not lost at sea and have not being destroyed(as the case may be) and the same since found again, and comes again within my POWER, and that the Master of the said ship/vessel is not a citizen of the United States Corporation; and the said ship or vessel is as beleive, known, the entire property of a Foreign Vessel to the United States. As to my knowledge and property with interest therein and the said Decree, Declaration or Affirmation SHALL be filed in the office of the said Collector before whom it was made who hereby Registered to said vessel anew by her former Name and take this security in a manner herein before directed and delivered the certificate of such Registry to the owner or owners, if  a birth certificate operates as a "special purpose vehicle created to house citizen status and governmental registration of a living vessel. State entities create a separate entity(legal) apart from the Living being. The B.C. function as a vessel continuing governmental claims, registration data, and legal status information separate from the Biological being. Paper Documents are vessels; they are able to be transported across water (mem) whether (weather) assisted or unassisted. This is supported by the physical properties  of paper materials.

Applying plain Statutory language from the Federal Reserve Act, , 16 38 Stat. 265 (Dec. 23. 1913) (12 U.S.C 411 & 412) and related provisions governing instruments and securities is that any artificial continuance capable of water transportation meets the vessel definition without requirement of provision method.
